Wavyleaf Ceanothus (Ceanothus foliosus) aka Indigo Brush Shrub in dry, sunny places, often under 3 feet tall with tiny leaves less than ½” long. Pretty pale blue flower with white accents.

Similar Plants: Chamise also is a low brushy plant in sunny areas, but its tiny leaves look more like very short needles. Wedgeleaf Ceanothus has similar flowers, but the leaves are smooth-edged and the branches form almost 90 degree connections.
